Terrace permit

If you want to set up an outdoor café on your own property or in a public place in the Netherlands, you will need a terrace permit from the municipal authorities. A few municipalities do not require a terrace permit. An outdoor café is only allowed outside an existing catering establishment.

The conditions attached to the terrace permit may differ according to municipality. The use of an outdoor café should never cause damage to the road, pose a danger to road users or form an obstacle to road management and maintenance.

When you start operating an outdoor café, you must (where applicable) amend your operating permit for a catering establishment, your licence under the Licensing and Catering Act and your occupancy permit (All-in-one Permit for Physical Aspects, omgevingsvergunning).
