Public Administration (Probity Screening) Act (Bibob)

If you apply for a licence or a subsidy in the Netherlands or if you bid for a government contract, government bodies may investigate your or your company's background. This is laid down in the Public Administration (Probity Screening) Act (Wet bevordering integriteitsbeoordelingen door het openbaar bestuur), known as ‘Bibob’ in Dutch. If you have a criminal record, government bodies may refuse the licence or subsidy or reject your bid for the contract.

Licence application to a municipality

If, for example, you apply to the municipality for a liquor and catering licence or a licence to operate a catering establishment, the municipality may ask you to fill in a Bibob questionnaire. The municipality will then use the details submitted to assess the integrity of your company or the people involved in your company.

Bibob advice

If the municipality has doubts in relation to integrity, it can ask for advice from the Bibob office as part of a detailed investigation. You will be informed accordingly before the investigation starts. The Bibob office will then give advice to the municipality. This office is part of the Ministry of Security and Justice.
