Collecting and processing scrap vehicles
As a manufacturer or importer of cars in the Netherlands, you must adhere to the Scrap Vehicles Management Decree (Besluit beheer autowrakken). This Decree lists the measures that must be taken to ensure less waste and greater reuse of car parts and materials. You must inform the Minister of Infrastructure and the Environment about how you are going to comply with the obligations laid down in the Decree. You must also publish a report annually. You may publish a report jointly with other manufacturers and importers.
As an importer or manufacturer of cars you must:
- code certain materials;
- issue dismantling information;
- refer to dismantling and collection information in advertising material;
- refrain from using certain heavy metals.
As a manufacturer you must take preventive measures during design and production to avoid waste that is difficult to process wherever possible.
Dismantling cars
In order to disassemble car wrecks, you require an environmental permit with a limited environmental impact assessment. In order to disassemble other discarded vehicles (trucks or company cars weighing more than 3,500 kg), you require an environmental permit. You are also subject to the Activities Decree and you must notify the municipal authority of your commercial activities.
If you disassemble vehicles, you must often register as the conveyor or collector of waste with the National and International Road Transport Organisation (NIWO).
Registration of car dismantling
If you want to dismantle vehicles in the Netherlands, you must report your intention via the Online Registration of Automobile Dismantling (Online Registratie Autodemontage, ORAD) system of the Centre for Vehicle Technology and Information (RDW). In order to do so, you will need an acknowledgement of company stock from the RDW and you must be able to register company stock vehicles online.
