All-in-one Permit for Physical Aspects (omgevingsvergunning)

If your company is based in the Netherlands and your work involves construction or alterations to structures, listed buildings, the environment, nature or use of space, you will need an All-in-one Permit for Physical Aspects (omgevingsvergunning). The permit is covered by the Environmental Licensing (General Provision) Bill (Wet algemene bepalingen omgevingsrecht, Wabo). You apply for this permit from your local municipality. The submission requirements, procedure and assessment criteria depend on the activities you will be carrying out.

The All-in-one Permit for Physical Aspects was introduced on 1 October 2010 to replace a large number of Wabo permits and dispensations.

Applying for an All-in-one Permit for Physical Aspects

You can use a single application form to apply for an All-in-one Permit for Physical Aspects from your local municipal authority. The application can be made online or in writing. You can do the permit check online before applying for the permit so that you are certain that you really need a permit. The permit check is only available in Dutch. You do not need to log in for it.

Applying online

You can apply for the All-in-one Permit for Physical Aspects online via Omgevingsloket online, which is a Dutch-language website that will guide you through the application. When applying online you will need to identify yourself using eRecognition (eHerkenning). In order to use eRecognition, you will need a level eH1 e-Identity (EID) token. This service is free of charge.

Applying in writing

You can also apply for the All-in-one Permit for Physical Aspects in writing via Omgevingsloket online. The automated system will then compile a printable version of the application form which you can print out, complete and return by post. You can also ask your local municipal authority for a paper copy of the application form. The municipal authority can also help you to complete the form.

Authorisation

You can also authorise another person to apply for the All-in-one Permit for Physical Aspects via Omgevingloket online, in which case the authorised user logs in with his own DigiD for Businesses.

Preliminary consultation with the municipality

In Omgevingloket online you can indicate that you would like a preliminary consultation with the municipality. You indicate this wish by opening up your application or draft application to the municipality, so that a representative of the municipality can also read it. You discuss the feasibility of your plans with the municipality during the preliminary consultation. A preliminary consultation is not possible in some municipalities.

The municipal authority’s preparation procedure

Once you have applied for the All-in-one Permit for Physical Aspects, the municipal authority’s preparation procedure will start. The preparation procedure is the procedure that leads to a decision regarding your application. There are two types of procedure:

  1. Regular preparation procedure (basic applications)
    The municipal authority will decide within eight weeks whether or not you will be given an All-in-one Permit for Physical Aspects. The municipal authority can extend the deadline once by six weeks, provided the decision to do so is taken within the initial period of eight weeks. If the municipal authority fails to take a decision by a set deadline, then the principle of lex silencio positivo (LSP) applies, as part of which the licence/permit is issued automatically. The licence/permit will take effect once the objection period has lapsed and once a ruling has been made on any appeal.
  2. Extended preparation procedure (more complex applications)
    The municipal authority will decide within 6 months whether or not you will be given an All-in-one Permit for Physical Aspects. The municipal authority can extend the deadline once by six weeks, provided the decision to do so is taken within the first eight weeks.

Processing the application online via Message Box

If you apply for an All-in-one Permit for Physical Aspects via Omgevingsloket online, you can ask for your application process to be handled online via Message Box by stating your Message Box name with your application.
