Step-by-step guide for submitting tenders

Tendering (or call for tenders) means that a public-sector organisation announces publicly that it wishes to have a contract executed. The commissioning authority asks companies to submit a tender. Tendering procedures take place in 3 stages:

  • The announcement stage;
  • The tendering stage;
  • The award stage.

This step-by-step plan will assist you in going through a tendering procedure in the Netherlands. If you wish to submit for a tender contract, you will be taking part in the extensive tender process. Step-by-step guide

1. Search online for contract (pre)announcements

You can find (pre-) announcements of government contracts on TenderNed.nl. TenderNed can alert you about calls for tender that are relevant to you.

2. Request the tender documents and assess the criteria

The public-sector organisation provides an exact description of the tender contract in the tender documents. The procedure and the selection and award criteria can be found in these documents.

3. Ask questions about issues that are unclear in the tender documents

If there are issues that are unclear in the tender documents, you can ask the commissioning authority questions about them. This authority will answer all questions through a Summary of Additional Information.

4. Submit a tender for the contract or draw up a tender

If you wish to be eligible for a tender contract, you must submit or draw up a tender. You should follow the instructions from the tender documents accurately within this context.

5. Concluding a procurement contract with the commissioning authority

If the contract is awarded to you, you will conclude a contract with the tendering public-sector organisation. This may also be a contract extension or framework agreement.
